• JOB SUMMARY
• Leads fund management and fiduciary oversight for the GIGS MARKET JOB CREATION program. • Ensures program funds and GPM grants are properly budgeted, disbursed, accounted for, and reported accurately and on time. • Ensures full compliance with the Foundation grant agreement, the Program Implementation Manual (PIM), and Ethiopian law.
• ROLES AND RESPONSIBILITIES
• Prepare the budget component of the Annual Work Plan and Budget (AWPB) and monitor actual spending against the budget, providing explanations for variances.
• Manage the dedicated program fund account, treasury operations, cash forecasting, and bank reconciliations.
• Maintain the accounting system, chart of accounts, and audit trail in the program Enterprise Resource Planning (ERP) system.
• Lead GPM financial due diligence and manage milestone-based grant disbursements with complete supporting documentation.
• Oversee grant compliance, including grant files, grant conditions, expenditure verification, and recovery of ineligible costs.
• Prepare quarterly and annual financial reports for the Foundation and the Steering Committee.
• Implement the approval matrix and internal controls, and ensure tax compliance covering withholding tax, VAT, payroll, and pension.
• Coordinate external audits and implement agreed audit recommendations.
• Strengthen GPM financial management capacity and supervise and appraise the finance team.

Required qualifications

• EDUCATION AND TRAINING
• Bachelor’s degree in Accounting or Finance. • A Master’s degree is preferred. • Full professional qualification in ACCA, CPA, or CA is required.
• EXPERIENCE
• At least 10 years of experience in financial management. • At least 5 years of experience managing donor funds or grants for portfolios exceeding USD 5 million annually. • Experience with performance-based grants is strongly preferred.
• SKILLS AND COMPETENCIES
• Knowledge of donor financial management and reporting. • Strong skills in internal controls and fraud prevention. • Experience with ERP accounting systems such as SAP Business One or Odoo. • Advanced Excel skills. • Knowledge of Ethiopian tax law and financial regulations. • Strong team leadership, integrity, and attention to detail.
• Experience Level: Senior Level (minimum 10 years of relevant experience).
