Job Description – GPM Portfolio and Performance Manager
Employer: Target Business Consultants Plc (TIFM for GIGS MARKET JOB CREATION)
Location: Addis Ababa
Terms: Full-time, fixed term to July 2029
Reports to: Portfolio Delivery and Operation Manager
Supervises: GPM Relationship Associates
JOB SUMMARY
• Manages the program’s portfolio of Gig and Professional Marketplaces (GPMs) across scaling, emerging, and innovation segments.
• Tracks each GPM’s performance against work plans and grant milestones.
• Ensures that program support contributes to business growth and job creation for young people.
ROLES AND RESPONSIBILITIES
• Lead GPM onboarding, including agreements, baseline data, work plans, and milestone schedules.
• Track portfolio performance using scorecards covering jobs, earnings, inclusion, revenue, and milestone delivery.
• Conduct quarterly portfolio reviews and recommend grant tranche releases, additional support, or corrective actions.
• Coordinate technical assistance packages with advisors, the skilling team, and service providers.
• Identify underperforming GPMs early and agree on improvement plans.
• Work with the Finance team to verify milestone evidence and with the MERL team to confirm results.
• Supervise, coach, and evaluate the performance of GPM Relationship Associates.

Required qualifications
- EDUCATION AND TRAINING
- Master’s degree in Business Administration, Economics, Development Studies, or a related field.
- EXPERIENCE
- At least 8 years of experience in enterprise development, investment, or grant portfolio management.
- Experience managing performance-based support for private companies.
- SKILLS AND COMPETENCIES
- Portfolio performance management and scorecard development.
- Business and financial analysis of small and medium-sized enterprises (SMEs).
- Relationship management with company founders.
- Team leadership and clear reporting.
- Experience Level: Senior-Level (minimum 8 years of relevant experience).
