Job Description – MIS and Data Quality Officer
Employer: Target Business Consultants Plc (TIFM for GIGS MARKET JOB CREATION)
Location: Addis Ababa
Terms: Full-time, fixed term to July 2029
Reports to: MERL Data and Learning Manager
Supervises: None
JOB SUMMARY
• Manages the program’s Management Information System (MIS) and ensures the quality and security of its data.
• Ensures data from GPMs and partners are submitted in consistent formats, remain complete and accurate, and are protected in accordance with Ethiopia’s Personal Data Protection Proclamation No. 1321/2024.
ROLES AND RESPONSIBILITIES
• Administer the MIS, including user accounts, access rights, forms, data structures, and integrations with GPM systems.
• Define data submission formats and unique participant identifiers to prevent double counting.
• Conduct automated and manual data validation checks and follow up on errors with data owners.
• Perform periodic data quality assessments covering accuracy, completeness, timeliness, and consistency.
• Maintain data-sharing agreements, consent records, and data security procedures in coordination with IT and Legal teams.
• Train GPM and partner staff on data entry and data protection.
• Maintain backups, audit trails, and system documentation.

Required qualifications
- EDUCATION AND TRAINING
- Bachelor’s degree in Information Systems, Computer Science, Statistics, or a related field.
- Certification in database management or data protection is an advantage.
- EXPERIENCE
- At least 4 years of experience managing databases or Management Information Systems (MIS).
- Experience in data quality management for development programs.
- SKILLS AND COMPETENCIES
- Knowledge of database management using SQL and MIS platforms such as DHIS2, Salesforce, or customized systems.
- Skills in data validation and quality assessment.
- Knowledge of data protection and information security practices.
- Ability to train data users.
- Experience Level: Mid-Level (minimum 4 years of relevant experience).
