• Supervises: • Access to Finance Lead • Regional Delivery Manager • Skilling Quality and Service Provider Coordinator • GPM Portfolio and Performance Manager and their teams
• JOB SUMMARY
• Leads delivery of the GPM portfolio, gig worker skilling, regional implementation, and access-to-finance workstreams. • Converts the Annual Work Plan and Budget (AWPB) into practical results. • Oversees GPM onboarding and growth, connects young people to work, and works toward job-creation targets across Addis Ababa and the regions.
• ROLES AND RESPONSIBILITIES
• Prepare annual portfolio and operational plans for scaling, emerging, and innovation GPM segments.
• Oversee GPM onboarding, workplans, milestone tracking, and quarterly portfolio reviews.
• Recommend tranche releases based on verified milestones.
• Oversee gig worker selection and skilling quality, and manage service provider performance.
• Direct regional implementation to ensure coverage and inclusion targets are achieved outside Addis Ababa.
• Oversee access-to-finance activities with partner banks and microfinance institutions.
• Coordinate GPM-facing activities with service providers and use evidence from Target’s Monitoring, Evaluation, Research, and Learning (MERL) system and MERL service provider to improve delivery.
• Identify implementation bottlenecks and risks early and take corrective action.
• Lead, coach, and appraise the delivery team.

Required qualifications

• EDUCATION AND TRAINING
• Master’s degree in business administration, Development Studies, Economics, Project Management, or a related field.
• EXPERIENCE
• At least 10 years of experience in program delivery.
• At least 5 years of experience managing multi-team operations in enterprise development, youth employment, financial inclusion, or digital economy programs.
• Experience managing performance-based grants to private companies is preferred.
• SKILLS AND COMPETENCIES
• Ability to manage portfolios and monitor performance against milestones.
• Strong team leadership skills across central and regional teams.
• Working knowledge of grants, budgets, and procurement rules. • Strong problem-solving and data-driven decision-making skills. • Fluency in English and Amharic.
• Knowledge of other Ethiopian languages is an advantage.
• Experience Level: Senior Level (minimum 10 years of relevant experience).
